Hurricane Harvey made landfall 10 PM CDT as a category 4 hurricane near Rockport, Texas, with wind speeds of 130 MPH. Harvey was the first Category 4 hurricane since 2004.

A daycare owner in Willow Park, Texas is accused of using duct tape to restrain children during their naps. A former staff member of the daycare took photos of the children who were taped down, which brought the situation to light.
