A new law in Louisiana has second hand dealers up in arms.  Customers can no longer use cash for those transactions.

Goodwill, garage sales, flea markets and more are all affected by the law.

The law aims to make it harder for people to sell stolen merchandise and to track those that are successful in doing so.

Since Pawn Shops have been forced to keep paper records on all transactions they are exempt from the new law.
